THE PAS 2035 RETROFIT JOURNEY WITH WRAP RETROFIT

The PAS 2035 process sets out a structured, whole-dwelling approach to retrofit—from initial assessment through to post-completion evaluation ensuring projects are technically robust, compliant, and centred around occupants. A key principle throughout is the continuous integration of resident engagement and retrofit advice, which supports better outcomes and reduces performance gaps.

Inception & Intended Outcomes

The process begins with defining project objectives, led by the Retrofit Coordinator in consultation with the client and residents. Intended outcomes such as improved comfort, reduced energy costs, or better indoor air quality are agreed at this stage.

Resident engagement: Early communication helps set expectations, understand occupant needs, and identify vulnerabilities, ensuring the retrofit strategy reflects how homes are actually used.

Retrofit Assessment

A whole-dwelling assessment is undertaken to understand the building fabric, services, condition, and occupancy. This creates the evidence base for all decisions.

Resident engagement: Occupants contribute valuable insights into building performance (e.g. comfort issues, damp, usage patterns), improving the accuracy of the assessment.

Improvement Options Evaluation & Medium-Term Plan

Potential energy efficiency measures are evaluated, and a medium-term improvement plan is developed to guide staged retrofit where required.

Resident engagement: Retrofit advice is provided to explain options, costs, benefits, and disruption, enabling informed decision-making and building resident buy-in.

Retrofit Design & Specification

A coordinated, whole-house design is developed, ensuring compatibility between measures and alignment with intended outcomes.

Resident engagement: Design intent and proposed works are communicated clearly, helping residents understand what will change in their homes and how it will affect them.

Installation (PAS 2030) & Quality Control

Retrofit measures are installed in accordance with PAS 2030, ensuring consistent quality and compliance.

Resident engagement: Ongoing communication, including briefings and “toolbox talks,” helps manage expectations, minimise disruption, and maintain trust during construction.

Testing, Commissioning & Handover

Installed measures are tested and commissioned to ensure they perform as designed, followed by formal handover to occupants.

Resident engagement: Residents receive clear guidance on how to operate and maintain their upgraded homes, which is critical to achieving intended energy and comfort outcomes.

Monitoring & Evaluation

Post-completion, the project is monitored and evaluated to measure performance against intended outcomes and identify any issues.

Resident engagement: Feedback from occupants, along with energy and environmental data, informs evaluation helping to refine performance and improve future retrofit projects.
